Freight services index reached record level in May

The Freight Transportation Services Index (TSI) reached an all-time high in May at 126.8, besting the previous record of 126.0 set in February 2017, according to the U.S. Department of Transportation's Bureau of Transportation Statistics (BTS).

The index — which is based on the amount of freight carried by for-hire transportation entities — rose 2.2 percent from April's mark, posting a gain after two straight monthly declines. The Freight TSI also registered its largest month-over-month gain since it rose 2.9 percent from November to December 2011, BTS officials said in a press release.

BNSF to serve refrigerated warehouse in new South Dakota industrial park

In late June, the Sioux Falls Development Foundation (SFDF) held a groundbreaking ceremony for the first project in its new industrial park: a refrigerated warehouse and distribution center that will be served by BNSF Railway Co.

The 205,000-square-foot facility will be operated by Win Chill LLC and situated on a 54-acre parcel in Foundation Park, which is located near Interstates 90 and 29 in Sioux Falls, South Dakota. Win Chill expects the distribution center to be operational by spring 2018.

Metro Transit solicits bids to build track for Southwest light-rail project

Metro Transit on Aug. 15 plans to open bids for the first construction contract for the Southwest light-rail line in Minnesota.

The work includes building 29 miles of track, 15 stations, eight park-and-ride facilities and two cut-and-cover light-rail tunnels, and modifications to seven existing bridges. The agency anticipates that the contract will be awarded in November.

Ohio commission OKs safety improvements at two crossings

The Public Utilities Commission of Ohio (PUCO) yesterday approved construction authorization from the Ohio Rail Development Commission (ORDC) directing Cleveland Commercial Railroad to complete safety improvements at a grade crossing in Cleveland.The railroad will upgrade active warning devices at the East 116th Street crossing. Work is scheduled to be completed by April 12, 2018. Federal funding for the project will be provided through the ORDC.PUCO also approved a request from Norfolk Southern Railway to relocate existing warning devices at the Wilkins Road/County Road 108 crossing in Lucas County to accommodate a track expansion project. The railroad should complete the work no later than Oct. 12, commission officials said in a press release.PUCO is responsible for evaluating the state's public crossings to determine the need for installing active warning devices. Since the commission assumed oversight of crossing safety, the number of yearly train-motor vehicle accidents in Ohio has dropped from 123 in 2001 to 64 in 2016.

NJ Transit board blesses $1.34 billion capital budget

New Jersey Transit's board yesterday adopted a $1.367 billion capital program for fiscal-year 2018.

The plan will continue the agency's financial commitment to implementing positive train control, NJ Transit officials said in a press release. In addition, the budget provides funds for railroad bridge rehabilitation, track replacement, signal upgrades, and repairs to overhead lines and electric substations.

Amtrak station underway in Schenectady

Crews have kicked off the demolition of a 1970s-era Amtrak station in Schenectady, New York, Gov. Andrew Cuomo announced earlier this week.

The demolition will make way for a new $23 million station that will connect travelers to New York City, Niagara Falls and elsewhere.

UP consolidates management at Council Bluffs Service Unit

Union Pacific Railroad on Tuesday announced it's consolidating management of the Council Bluffs Service Unit with the Twin Cities, North Platte and Chicago service units, effective July 15.Five management positions in the Council Bluffs unit will be reassigned to other locations as the railroad continues aligning operations to meet customer demands amid marketplace shifts, UP officials said in a press release.Transportation, engineering, mechanical, maintenance and other operations in the Council Bluffs unit will remain in place, they said. The unit manages about 600 miles of track in Iowa and Nebraska.

Alpenglow Rail acquires VIP Rail

Denver-based freight-rail company Alpenglow Rail LLC yesterday announced it completed the acquisition of VIP Rail LLC, a short line in Sarnia, Ontario.

The transaction is the first for Alpenglow Rail, which is backed by private equity firm Stonecourt Capital, and recently was formed to seek acquisitions of and partnerships with short lines and related transportation businesses.

FRA unveils record of decision for NEC FUTURE project

The Federal Railroad Administration (FRA) yesterday released a record of decision for the NEC FUTURE project, which is aimed at improving reliability and capacity for passenger-rail service along the Northeast Corridor (NEC) through 2040 and beyond.

The document marks the completion of the Tier 1 environmental review process under the National Environmental Policy Act, and establishes a long-term strategy for the NEC.

AAR: U.S., Canadian rail traffic rose in July's first week

For the week ending July 8, U.S. railroads registered 453,080 carloads and intermodal units, up 2.4 percent compared with total volume from the same week last year, according to Association of American Railroads (AAR) data. Both comparative weeks included the July 4 holiday.

U.S. carloads in the period totaled 229,501 units, up 1.1 percent, while intermodal volume totaled 223,579 containers and trailers, up 3.7 percent.

NTSB releases preliminary report on fatal Amtrak incident in D.C.

The National Transportation Safety Board (NTSB) on Tuesday released a preliminary report on the June 27 incident in which an Amtrak train struck and killed two CSX workers in the Ivy City neighborhood in Washington, D.C.

The two employees — a conductor and conductor trainee — were returning to their locomotive on their southbound train after inspecting a reported defective rail car. They had their backs toward the approaching Amtrak train when they were struck, NTSB officials said in the report.

United Rail Inc. has reached an agreement to represent and support Ruf Telematik AG's products and services in the North American passenger-rail market. As part of the pact, United Rail will provide business development, sales and marketing, engineering, Buy America support and after-sales services for Ruf Telematik's offerings in North America. The two companies plan to introduce various railroad systems and products, including the VisiWeb passenger information system.Vertex Railcar Corp. has been officially certified to manufacture and supply tank cars to the North American market, the company announced earlier this week. The company on July 6 received the Association of American Railroads' M-1002 initial certification. Transportation engineering firm Lochner has appointed Jeanne Cormier chief executive officer following Jim Bishop's retirement. Since May 2016, Cormier has served as the company's chief operating officer. She joined Lochner's Connecticut construction engineering and inspection practice nearly three decades ago. Cormier also has served the firm as director of strategic growth and a board member. WSP USA named John Fisher Northern California district manager. In the role, he'll be responsible for oversight of the firm's operations in San Francisco, San Jose, Oakland and Sacramento. In addition, Fisher will continue to serve as San Francisco area manager, directly overseeing the operations of WSP's transportation and infrastructure office in San Francisco. He has 20 years of public policy, legislative, project management, and community and inter-governmental relations experience at the local, state and federal levels. Fisher previously spent more than four years as manager of government and community relations for Bay Area Rapid Transit.

Bay Line Railroad to continue serving Enviva at Florida port

Wood pellet producer Enviva Partners LP today announced its contracts with the Panama City Port Authority, Bay Line Railroad LLC and SSA Gulf Inc. have been extended through 2023.

The commitment to the railroad, port and Northern Florida region supports operations at the company's Cottondale, Florida, facility, which can produce 720,000 metric tons of pellets per year, Enviva officials said in a press release.

AGT Food amps up unit-train abilities with Montreal port terminal deal

AGT Food and Ingredients Inc. announced its subsidiary AGT Terminal East Inc. acquired a minority interest in CanEst Transit Inc., a terminal at the Port of Montreal that's used to store and fill bulk product containers.AGT Terminal also secured a 16-year terminal agreement with CanEst that expires on Aug. 31, 2033, and includes an option to extend the pact an additional five years.The deal will help AGT Terminal more consistently handle unit-train volumes of containerized agricultural products headed for export during the agreement's term, AGT Food and Ingredients officials said in a press release. The Port of Montreal operates a rail network that connects with CN and Canadian Pacific lines."Port facility access is an essential strategy for [us] to execute the growth of our Canadian bulk handling business. The 60,000 metric tons of storage and a strategic location within the Port of Montreal made this opportunity one that we felt was a good fit with our recent investments in bulk rail logistics assets," said AGT Food and Ingredients Chief Executive Officer Murad Al-Katib. "Port assets in Montreal are an important requirement for receiving 100 unit trains to transload into containers."AGT Food and Ingredients also handles products at a Great Lakes terminal in Thunder Bay, Ontario.

Progressive Rail to operate state-owned line in North Carolina

The North Carolina Department of Transportation's Rail Division recently partnered with Progressive Rail Inc. (PGR) to spur freight business along the state-owned Piedmont and Northern rail line.

The 14-mile line between Gastonia and Mt. Holly is part of the 137 miles of track the division has worked to preserve. After a recent competitive bid process, the division selected PGR to operate the line.
