U.S., Canadian railroads' intermodal volume rose in Week 39

U.S. freight-rail traffic declined 2.1 percent to 518,290 carloads and intermodal units during the week ending Sept. 26 compared with the same week in a year ago, according to Association of American Railroads (AAR).

Railroads hauled 224,146 carloads during the week, a 10.5 percent year-over-year decrease. But intermodal volume climbed 5.5 percent to 294,144 containers and trailers, AAR officials said in a press release.

The Regional Transportation District of Denver’s (RTD) board finalized a five-year contract with Debra Johnson as the agency’s next general manager and chief executive officer. She will assume the role on Nov. 9. 

The contract terms include an annual salary of $315,000, with cost of living adjustments and potential incentive awards and increases tied to performance goals, RTD officials said in a press release.

CN, Wisconsin town resolve dispute over future autoport site

The Wisconsin Office of the Commissioner of Railroads (OCR) has issued an order that resolves a dispute between CN's Wisconsin Central Ltd. (WCL) line and the town of Richmond in St. Croix County over the railroad's plan for a new autoport and intermodal shipping facility in the area.

Issued Sept. 14, the OCR's order calls for the town to relocate 105th Street to avoid establishing a new crossing of proposed siding tracks with 105th Street at its current location.

Trump signs bill to avert government shutdown, extends FAST Act by a year

Congress yesterday passed and President Donald Trump last night signed legislation to prevent a government shutdown by continuing to fund federal programs at current levels through Dec. 11.The Continuing Resolution Appropriations Act (H.R. 8337) also extends the Fixing America's Surface Transportation (FAST) Act for one year, and ensures the Mass Transit Account in the federal Highway Trust Fund will remain solvent during that period, American Public Transportation Association (APTA) officials said in a press release.The Mass Transit Account funds public transit agencies. The FAST Act was scheduled to expire yesterday. The bill signed yesterday is the first time in 30 years that Congress enacted a one-year extension of surface transportation authorization programs after the lapse of a multiyear authorization act, APTA officials said.The FAST Act extension provides at least $12.6 billion for public transit investment and prevents a $6 billion across-the-board cut to public transit agencies, they said. The legislation provides $3.2 billion to the Mass Transit Account."While passage of this bill is vital to the industry, Congress still needs to address the urgent and dire situation faced by public transportation systems across the nation," said APTA President and Chief Executive Officer Paul Skoutelas. "As Congress negotiates the newly proposed Heroes Act, APTA implores both chambers of Congress and the administration to provide at least $32 billion in critical federal support to enable the public transit industry to survive this unprecedented pandemic."

Wabtec Corp. formed a partnership with Penn State University to conduct energy management, battery technology and machine learning research, as well as facilitate professional and talent development. The partnership gives Wabtec access to a research institution with the resources to bring new innovations to the market, Wabtec officials said in a press release. The arrangement is "a model for how universities and corporations can successfully work together to solve real-world challenges,” said Melissa Erekson, assistant vice president of corporate engagement at Penn State. The partnership builds upon years of collaboration between the university and the company.

Icomera UK completed the acquisition of London-based GoMedia Services Ltd. GoMedia is a provider of onboard infotainment for public transport, including passenger information and customer messaging. The acquisition enables Icomera parent company ENGIE Solutions to deliver an end-to-end passenger information and entertainment offering to transport operators, Icomera officials said in a press release. Meanwhile, Metrolinx  launched its first GO Transit trains equipped with Icomera’s centralized connectivity network platform. The solution will allow Metrolinx riders access to the internet and other passenger, operational and safety applications.

Indiana DOT to update state rail plan

The Indiana Department of Transportation (INDOT) is asking the public and stakeholders to help update the state's rail plan by weighing in on the future of passenger- and freight-rail service.Last updated in 2017, the plan helps guide the improvement of freight- and passenger-rail systems in rural and urban areas throughout the state, INDOT officials said in a press release.Federal law requires the plan to be updated every four years.The procedures will include an online survey, which will be available to the general public in early fall; a committee of rail industry representatives to meet next month, as well as in February and May 2021; and one-on-one interviews to be held starting this month and through April 21 with select Indiana shippers and freight trade organizations.The process will be conducted via virtual and phone outreach, INDOT officials said.

The Los Angeles County Metropolitan Transportation Authority's (LA Metro) board last week approved a sustainability plan that outlines the agency’s strategy to reduce air pollution, smog and greenhouse gases (GHG) across Los Angeles County. 

The Moving Beyond Sustainability (MBS) plan calls for tripling LA Metro’s on-site renewable energy generation by 2030, reducing total GHG emissions by 79 percent from 2017 levels and reducing total nitrogen oxides emissions by 54 percent.

Bay Area Rapid Transit (BART) earlier this week released a request for expressions of interest (RFEI) seeking input from firms to assist the agency in developing its next generation of fare gates.

The RFEI is designed to help assess the potential benefits, challenges and the feasibility of alternatives for BART’s fare gate upgrade project to replace 715 gates with new technology to improve the rider experience and reduce fare evasion, BART officials said in a press release.

Unionized Amtrak workers, led by rail labor organizations, today will rally in Washington, D.C., New York City, Chicago and Los Angeles to urge members of Congress to provide emergency funding to Amtrak to prevent planned cuts to service and its workforce. 

Earlier this month, Amtrak President and Chief Executive Officer William Flynn called for $5 billion in emergency funding to deal with the effects of the COVID-19 pandemic. If no additional funding is provided by the federal government, Amtrak has announced impending cuts, effective Oct. 1, of 1,950 unionized employees and a planned reduction of service.

The Tri-County Metropolitan Transportation District of Oregon (TriMet) next month will complete its year-long signal and communication improvement project on the MAX Blue light-rail line in Gresham, Oregon.

TriMet crews will replace a rubber rail boot and repave asphalt near a rail crossing at Northwest Eastman Parkway; replace signal equipment and reroute signal conduits and cables on the line; and repair the Fairview Creek wooden trestle bridge.

STB rejects Metra's request for declaratory order in dispute with UP

The Surface Transportation Board (STB) last week denied Metra's request for a declaratory order and a petition for preliminary injunction on issues related to its ongoing dispute with Union Pacific Railroad over Chicago-area commuter-rail service.The STB declined to issue the declaratory order on issues already pending before a district court that declined to refer those issues to the board. In July, Metra filed the petition for declaratory order and a petition for preliminary injunction related to its purchase-of-service agreement (PSA) with UP, which was set to expire Aug. 31. UP owns three lines in the Metra system and has operated those lines under the PSA. Early this summer, UP advised Metra that it would begin to phase out various services provided under the PSA.Metra asked the STB to issue the declaratory order that UP has a continuing common carrier obligation to provide commuter service. The two sides also have been engaged in a lawsuit over the matter, and Metra has tried to get the court case dismiss and convince the STB to handle the railroads' dispute.The STB's Sept. 25 ruling follows a U.S. District Court's decision to keep the UP lawsuit against Metra, noting that the court does have jurisdiction over contract disputes.

Reading & Northern Railroad yesterday announced it has hired Eric Peters as vice president of transportation and safety. He will succeed Thomas Cook, who will retire later this year.

Peters joins the railroad from Norfolk Southern Railway, where he's worked for the past 14 years. He joined the Class I as a management trainee and rose through the ranks, ultimately reaching the position of superintendent at the Harrisburg Division earlier this year.

Amtrak and Metra yesterday broke ground on a $29 million project to make accessibility and multimodal improvements to a shared rail station in Homewood, Illinois.

The project is underway on the west side of tracks owned by Metra and CN. Amtrak has begun to replace the station stairway and install a ramp to allow Amtrak and Metra riders to access the tunnel under the tracks which leads to the train platforms.

Watco Cos. LLC's newly formed subsidiary Elwood Joliet & Southern Railroad (EJSR) has acquired a former Railway & Industrial Services Inc. (RIS) property near Joliet, Illinois.Watco plans to repurpose the former mechanical repair shop into a storage and transit (SIT) yard, and provide switching services to the new facility and adjacent customers, company officials said yesterday in a press release.Watco plans to make infrastructure upgrades to the 39-acre property, which will primarily serve customers needing storage of plastic, chemical and other bulk inventory and access to the Chicago rail network, Watco officials said.Last week, Watco filed a petition with the Surface Transportation Board to lease an adjoining rail line that serves RIS and other customers from CN's Wisconsin Central Ltd. Now the Phoenix Line, it will be known as the EJSR Line. The EJSR will serve current customers along the line, as well as new customers who will use the rail yard, Watco officials said."Watco is excited to provide a new service solution that will benefit both industries and consumers in the Midwest," said Watco Executive Vice President and Chief Commercial Officer Stefan Loeb. "Construction will soon start on the SIT yard, and we look forward to providing important storage capacity to the market. Watco is also very excited to earn the right to serve and create mutual value with the important customers and Wisconsin Central Ltd. (CN) on the rail line."

House Democrats unveil bill to provide $32 billion in emergency transit funding

Democratic leaders in the U.S. House of Representatives yesterday unveiled a new $2.2 trillion COVID-19 relief bill that includes $32 billion in emergency funding for Amtrak and transit agencies. The House will consider the proposed bill later this week.The Heroes Act would provide emergency transit funding to ensure that transit agencies receive sufficient funding, that when combined with CARES Act apportionments, will equal 100 percent of agencies’ operating expenses. The funds would be directed to payroll and public transit operations, American Public Transportation Association (APTA) officials said in a press release.The bill includes $2.4 billion for Amtrak grants for pandemic-related expenses, including $1.4 billion for the Northeast Corridor and $1 billion for the national network. The bill sets aside $219 million of the funds to be available to Amtrak in lieu of commuter-rail route payments, APTA officials said.The bill also would include $2.5 billion for Capital Investment Grants to assist transit project sponsors with non-federal financial commitments and $10 billion for emergency relief grants for public transit agencies that require additional assistance to maintain operations.The bill provides $100 million for multi-state entities, such as the Port Authority of New York and New Jersey, that transport passengers or cargo and are facing revenue losses due to the pandemic.APTA has endorsed the bill.

FRA identifies South Dakota, Alaska rail projects to receive grant funds

The Federal Railroad Administration has selected five projects in South Dakota and Alaska to receive more than $6.9 million in Special Transportation Circumstances (STC) Grants for state-specific rail capital projects.

More than $5.6 million in grant funds will be used to upgrade rail infrastructure and enhance rail safety in communities across South Dakota, and another $1.2 million in grant funds will go toward projects in Alaska, FRA and U.S. Department of Transportation officials said in press releases.
