The Commuter Rail Coalition (CRC) yesterday announced that North County Transit District (NCTD) Executive Director Matthew Tucker has succeeded Doug Kelsey as vice chair.

CRC is an association made up of transit agencies, operators, public owners, suppliers and consultants whose mission is to advocate for commuter railroads in the U.S.

As NCTD's executive director, Tucker oversees the Coaster commuter-rail service in central and northern San Diego County, California.

NCTD also operates hybrid rail, bus and paratransit services, and hosts Amtrak, Metrolink, BNSF Railway Co. and PAC Sun Railroad on its San Diego rail subdivision. The subdivision runs from Orange County to downtown San Diego, CRC officials said in a press release.

Tucker previously served as director of the Virginia Department of Rail and Public Transportation, chief operating officer of the Santa Clara Valley Transportation Authority, and assistant general manager of the Greater Richmond Transit Co.

Kelsey, general manager of Tri-County Metropolitan Transportation District of Oregon, served on the board for six months through its development and launch. He is a founding member of CRC.
