The Pipeline and Hazardous Materials Safety Administration (PHMSA) is soliciting comments until Nov. 1 on a revised regulatory impact analysis (RIA) associated with the electronically controlled pneumatic (ECP) brake provision, the Federal Register reported last week.The revised analysis updates the original RIA associated with the ECP brake provision contained in PHMSA's final rule, published in May 2015, titled "Enhanced Tank Car Standards and Operational Controls for High-Hazard Flammable Trains."The agencies published the updated RIA as required under the Fixing America's Surface Transportation (FAST) Act. The revision includes new testing and analysis that the National Academy of Sciences reviewed, recommendations from two U.S. General and Accountability Office audits, and updates to the final rule's costs and benefits based on current economic conditions.
