You need JavaScript enabled to view it., Managing EditorThere’s only about two years left for the dozens of freight and commuter railroads impacted by the Rail Safety Act of 2008 to meet the federal deadline for implementing positive train control (PTC). Or, nearly four years remaining for those roads that meet certain conditions for a two-year extension, such as the installation of all PTC hardware by 2018’s end.When completed, PTC systems will be operating on about 60,000 route miles in the United States. The systems will include devices installed on 25,000 passenger and freight locomotives, or 90 percent of all motive power.But before railroads reach the completion stage, teams of railroaders, manufacturers, software designers and safety experts will continue to toil full time to develop, test, validate and install the many complicated and interconnected pieces of PTC systems. FTA gives HART until April 30 to submit recovery plan

The Federal Transit Administration (FTA) has granted the Honolulu Authority for Rapid Transportation (HART) until April 30, 2017, to submit a recovery plan for the project.

In a letter to Honolulu Mayor Kirk Caldwell from FTA Regional Administrator Leslie T. Rogers, FTA denies the original requested extension of July 30, 2017, but said the administration appreciates "the many challenges HART has faced in design and construction of the project."

Canada appoints panel for Milton Logistics Hub project

The Canadian Transportation Agency (CTA) and other federal officials yesterday established a three-member panel to review CN's proposed Milton Logistics Hub project in Ontario.CTA Chair Scott Streiner has assigned the panel to assess the environmental effects of the project; consider Aboriginal traditional knowledge, comments received from the public and mitigation measures; conclude whether the project is likely to cause significant adverse effects; and identify any follow-up programs required, according to a CTA press release.The panel's review will help the CTA in its assessment of the location of new railway lines. CN has proposed construction and operation of the logistics hub in Milton, Ontario, which includes a railway yard with more than 12 miles of track.The panelists appointed yesterday are Lesley Griffiths, Isobel Healthcote and William McMurray. Griffiths will chair the panel. McMurray, who's also a member of the CTA, has been assigned to decide whether the proposed rail construction should be approved under Section 98 of the Canada Transportation Act. Crew member fatigue faulted for Union Pacific Hoxie accident

The National Transportation Safety Board (NTSB) named crew member fatigue as the probable cause of a 2014 Union Pacific (UP) Hoxie, Ark., accident that killed two crew members and seriously injured two others.

Two Union Pacific trains collided in the early hours on Aug. 14, 2014, while traversing a turnout control point. NTSB's report on the accident found that the northbound crew had no indication of the impending collision and that the southbound train conductor was likely asleep at the time of the collision. The report also cited a lack of federal regulations governing sleep disorder and fatigue modeling tools as a contributing factor to the accident.
