Ohio River rail project to receive $16 million INFRA grant

The Ohio Rail Development Commission will receive $16.25 million in grant dollars for the Ohio River rail improvement project in Jefferson and Belmont counties, the U.S. Department of Transportation (USDOT) announced yesterday.The grant will be used toward improving 30 miles of rail along the Ohio River in the two counties. The project also includes capacity improvements at two rail yards along the line, according to the USDOT's grant announcement.The project qualified for the grant under the USDOT's Nationally Significant Freight and Highway Projects program, also known as the INFRA program. The Ohio grant was among $1.5 billion in INFRA grants announced yesterday."The project addresses the economic vitality criterion through improving track condition, increasing rail capacity and enhancing operations within the project corridor to generate economic, mobility and safety benefits," the USDOT grant announcement stated.In addition, the project addressed the USDOT's criteria for projects to maximize non-federal funding. The Ohio project proposal includes a 40 percent private sector match from Norfolk Southern Railway, which also has agreed to maintain the project after construction, according to the department."This project will participate in the new approach to environmental review and permitting because the project sponsor is committed to timely delivery but the project faces several outstanding permitting milestones," the USDOT announcement stated.

American Short Line and Regional Railroad Association (ASLRRA) President Linda Bauer Darr will step down next month to become the chief executive officer of another trade association, ASLRRA Chair Judy Petry announced yesterday in a memo to members.

Darr joined ASLRRA in 2014. She leaves the association on July 27 to start her new position in August, according to Petry.

USDOT awards $132 million grant for CREATE projects

The Illinois Department of Transportation will receive a $132 million grant to help fund the completion of three components of the Chicago Region Environment and Transportation Efficiency (CREATE) program's 75th Street corridor improvement project, the U.S. Department of Transportation announced yesterday.

The CREATE program was designed to address one of the most congested points in the U.S. rail network. The three rail projects that will receive grant funds are:
• the Forest Hill flyover, which consists of a new north-south flyover structure that will eliminate conflicts between north-south and east-west train movements at the Forest Hill Junction;
• the 71st Street grade separation that will separate the Western Avenue rail corridor from 71st street; and
• the Argo and Canal junction improvements, which will address the 87th Street chokepoint and increase capacity at Argo yard.

Bovo added to SFRTA board

The Miami-Dade Board of County Commissioners has appointed Esteban Bovo to serve as its representative on the South Florida Regional Transportation Authority's (SFRTA) governing board.

He currently serves as the Miami-Dade board's chairman, as well as chairman of its transportation and mobility committee. Bovo began his public service career in 1998, when he was appointed to fill a midterm vacancy on the Hialeah City Council.

TransLink to hike fares next month

TransLink will increase transit fares by 5 to 10 cents starting July 1.

The price of single-use adult fares will go up 10 cents, while the cost of monthly passes will increase between CA$1 and CA$2, depending on zone type, TransLink officials said in a press release.

Santa Clara VTA unveils 2017 sustainability report

The Santa Clara Valley Transportation Authority (VTA) has released a report that charts the agency's sustainability efforts in 2017.

Last year, the agency used 4 percent less traction power energy for its light-rail system, registered a 2 percent decrease in greenhouse gas emissions and a 13 percent reduction in waste, the report states.

BLET-IC locomotive engineers ratify contract with CN

CN and the Brotherhood of Locomotive Engineers and Trainmen (BLET) announced yesterday that the 475 locomotive engineers on the Class I's Illinois Central (IC) property have ratified a new collective agreement.The contract, which runs through Dec. 31, 2019, provides wage and benefit benefit improvements in each year of the agreement, CN officials said in a press release."CN is very pleased to have renewed the collective agreement with the locomotive engineers who work on the Illinois Central, which ensures uninterrupted service to our customers and the overall North American economy," said Mike Cory, CN executive vice president and chief operating officer.The engineers voted overwhelmingly to ratify the contract, said Clay Craddock, general chairman of the BLET-IC."This deal represents the collective efforts of the officers of the Brotherhood and of the company," he said.

MTA kicks off $2.2 million rehab of Staten Island Railway station

MTA Staten Island Railway (SIR) yesterday began a comprehensive repair and rehabilitation project at its Richmond Valley Station.

Canadian agency seeks opinions on new rail regs

The Canadian Transportation Agency (CTA) is soliciting stakeholders' opinions on rail regulations and guidance materials related to implementation of the new Transportation Modernization Act.

The legislation, which amends the Canada Transportation Act, introduces new measures related to freight rail. The agency issued a discussion paper that explains the regulations and guidance under review.

Lawmakers want meeting with Amtrak CEO to discuss Southwest route's future

A bipartisan group of U.S. lawmakers have expressed concerns to Amtrak leadership about the railroad's interest in maintaining its Southwest Chief route and long-distance passenger service.

U.S. Sen. Martin Heinrich (D-N.M.) led the group in writing to Amtrak President and Chief Executive Officer Richard Anderson about the lawmakers' concerns that Amtrak is considering withholding funding for the Southwest Chief route until additional financial investments in the route's infrastructure are made.

Rail supplier news from R. J. Corman, Thales, The Andersons, Ports America Group and Hanson (June 4)

R. J. Corman Railroad Switching Co. LLC has opened a new rail-car switching and track maintenance location in Montgomery, Alabama, for SABIC, a global chemical and plastic company. The new site will provide opportunities for future construction and car repairs, R. J. Corman officials said in a press release. The company will deploy 12 employees to switch about 1,000 rail cars each month at the plant. R. J. Corman's switching services include the movement of cars at the facility, and to and from the interchange point with CSX.

Thales has acquired Danish company Cubris, which provides driver advisory systems (DAS). The systems enable secure real-time information exchanges between railroads and locomotive engineers to help optimize train driving and reduce carbon dioxide emissions, according to a Thales press release. DAS also will help pave the way for autonomous trains, company officials said. Financial terms of the acquisition were not disclosed.

NCDOT stages train-car crash to demonstrate safety concerns

The North Carolina Department of Transportation (NCDOT) last week staged and videotaped a train hitting a remote-controlled car at a grade crossing as part of a campaign to educate the public about railroad safety.

The car, fitted with crash dummies, did not get over the crossing before the train smashed into it, NCDOT officials said in a press release.

VIA Rail logged ridership gain, on-time performance dip in Q1

In the first quarter, VIA Rail Canada Inc. served 1,089,500 passengers, marking a 12.4 percent increase over the same period in 2017.

The railroad posted an 11 percent increase in passenger revenue, which grew to $73.5 million for the quarter.

The South Carolina Department of Transportation (SCDOT), the Federal Railroad Administration and Federal Highway Administration are preparing environmental documents and engineering concepts for the Assembly Street railroad separation project in south-central Columbia.

The project area consists of 1.2 square miles and is bound by Blossom Street to the north, Pickens Street and Norfolk Southern Railway's line to the east; the NS line 3 miles southeast of Rosewood Drive toward Andrews Yard and South Beltline Boulevard; and Catawba Circle/Heyward Street/Dreyfuss Road/Assembly Street to the west, SCDOT officials said in a press release.

Boca Raton quiet zones begin on Brightline route

Quiet zones went into effect last week along the Florida East Coast rail corridor where the new Brightline passenger train operates in Boca Raton, Florida.Boca Raton Mayor Scott Singer held a press conference May 30 to announce the quiet zone implementation and supplemental safety measures, which included four quadrant gates and additional signage. The safety measures were funded by the Palm Beach Transportation Planning Agency and constructed by Brightline.All 10 railroad crossings in Boca Raton are a part of the quiet zone, and the "no train horn" areas apply to freight and Brightline trains. Train horns may still be used in emergency situations or to comply with federal regulations or operating rules, city officials said in a press release.The mayor was joined at the event by representatives of Brightline, local governments and police and fire departments. Brightline, Singer and others used the occasion to remind local residents, pedestrians and drivers to adhere to safety precautions near the trains and tracks. Pedestrians and bicyclists were reminded to remove headphones or earbuds when crossing the tracks. The safety warnings followed incidents in which several pedestrians have been killed by Brightline trains since the rail service began testing and then operating trains. In the latest incident, a pedestrian was struck and killed by a Brightline train in Boynton Beach on June 1.Brightline has developed a rail safety campaign that may be found here.

The Hennepin County Board of Commissioners late last week approved an additional $204 million to cover the increasing costs of Metro Transit's Southwest light-rail project.

Last month, Metropolitan Council Chair Alene Tchourumoff told project leaders that the line's cost had grown $145 million to just over $2 billion due to freight-rail negotiations, additional environmental analysis and higher steel and labor costs.

Amtrak to replace, rebuild national network locomotive fleet

Amtrak has issued a request for proposals seeking to rebuild its current diesel fleet or purchase a minimum of 50 to 75 next-generation locomotives.

The effort is aimed at replacing Amtrak's aging national network diesel locomotive fleet used on long distance and some state-supported routes, Amtrak officials said in a press release.

U.S. Reps. Moore, DeFazio visit rail suppliers in Wisconsin, Oregon

U.S. Rep. Gwen Moore (D-Wis.) this week joined representatives from Kiewit Infrastructure Co. and the National Railroad Construction and Maintenance Association (NRC) for a tour of the Milwaukee Streetcar's operations and maintenance facility.

The tour group viewed the rail and station construction that Kiewit completed for Milwaukee's 2.5-mile streetcar system known as The Hop. NRC Executive Vice President and Chief Operating Officer Matt Bell organized the tour, which was led by Kiewit Project Manager Mike Ethier and NRC board member and Kiewit employee Dave Landreth.
