Amtrak, developers OK master development pact for Baltimore Penn Station

Amtrak has reached a master development agreement with Penn Station Partners to redevelop and expand Baltimore Penn Station, the railroad announced yesterday.

Under the agreement, Amtrak will invest up to $90 million on station improvements to accommodate an increase in passengers and to improve their experience at the station, according to an Amtrak press release.

Alstom will supply 212 metropolis cars for the automatic light-metro system connecting downtown Montreal to the south and north shore, West Island and Pierre Elliott Trudeau International Airport, according to an Alstom press release. In a separate announcement, Alstom officials said the company received a 100 million euro order from Ile-de-France Mobilities and the Societe du Grand Paris for 23 trains consisting of three cars each for the Grand Paris Express metro. The order is in addition to 25 trains that have been ordered and are being developed. Additionally, Alstom has been awarded a 90 million euro contract from Delhi Metro Rail Corp. Ltd. of New Delhi to equip select Mumbai Metro lines with communications based train control technology. The company also will supply 13 additional Coradia Polyvalent trains to the French region of Occitanie and Pyrenees-Mediterranee for 80 million euro, according to an Alstom press release. SKF and Advanced Truck Systems (ATS) have partnered to equip ATS’ new two-piece truck system with high capacity wheel bearings and a condition monitoring system to reduce on-track failures and enable predictive maintenance, SKF officials said in a press release. Tealinc Ltd. has hired Shannon Rodgers as customer support and development specialist to better represent east coast customers. Rodgers has 20 years of rail industry experience, most recently as rail fleet specialist for Watco Cos.Stantec named Jared Weismantel senior industrial architect to support the design and engineering firm’s transit building practice. Weismantel has an "in-depth perspective" of facility planning, programming, facility functional design and preparation of equipment requirements and specifications, according to a Stantec press release. He has worked on more than 100 maintenance facility projects across North America for transit, civic and education clients.Succession Planning for Railroads Investing in the Next Generation (SPRING) launched its recruitment and retention services to connect potential employees with the rail industry. SPRING has partnered with 32 educational institutions and FASTPORT, a veteran employment software company, to grow its community, according to a company press release. SPRING also assists companies with employee retention strategies. Michele Malski, a 2014 Progressive Railroading Rising Star and former manager of the Short Line Safety Institute’s safety and hazmat programs, is SPRING's founder and president.

U. S. Rail Holdings late last month filed two new motions with the Surface Transportation Board (STB) to stop an out-of-service Nickel Plate Railroad corridor in Indiana from being converted into a recreational trail. U. S. Rail wants to reactivate rail service on the line. 

In December 2018, the STB authorized three Notices of Interim Trail Use to the cities of Fishers and Noblesville, and Hamilton County, Indiana, to pursue rail banking on three connected portions of a 37-mile rail line, according to the filed motion.

Saint-Laurent Council seeks to connect light-rail project to VIA Rail station

The Saint-Laurent Council in Montreal earlier this week asked the Montreal Agglomeration Council and Quebec Deposit and Investment Fund to modify its original Reseau metropolitan express (REM) light-rail concept in order to build an extension between the Pierre Elliott Trudeau International Airport-based station and the VIA Rail Canada Inc. and Exo intermodal stations.

The REM project would consist of a high-frequency autonomous, electric light-rail transit system between the airport, downtown Montreal as well as interconnections within the Montreal metro system. It will include 26 stations.

New York state budget calls for 'congestion pricing' to support MTA

New York state lawmakers early this week approved a fiscal-year 2020 state budget plan that calls for Metropolitan Transportation Authority (MTA) reforms, and includes a "congestion pricing" program that would provide a new source of revenue to the transit agency.

Under congestion pricing, motorists will be charged a toll entering the city's most congested streets. The goal of the charge is to help reduce traffic congestion, while generating revenue for MTA.

Illinois panel calls for $250 million in crossing safety improvements

The Illinois Commerce Commission (ICC) yesterday issued its 2020-2024 Rail Crossing Safety Improvement Plan, which calls for more than $250 million in funding to help local communities and railroads pay for safety improvements at hundreds of locations.

The plan proposes funding from the state's Grade Crossing Protection Fund (GCPF) to help cover the cost of 17 highway-rail bridge projects, four pedestrian rail bridge projects, 253 grade crossing warning device projects and low-cost improvements at 500 crossing locations, ICC officials said in a press release.

LA Metro completes $172M rail maintenance facility

The Los Angeles County Metropolitan Transportation Authority (Metro) officials yesterday marked the completion of a $172 million rail maintenance facility in the Southwestern Yard that will serve the future Crenshaw/LAX light-rail line near Los Angles International Airport.

Light-rail vehicles will be maintained and inspected at the 115,000-square-foot facility. Other work to be performed there includes body repairs, painting, storage, cleaning and washing.

Amtrak needs better data to manage real estate, inspector general says

Amtrak could save at least $23.2 million in unnecessary costs and realize as much as $6.8 million in additional revenue if it does a more effective job at managing its real estate, according to a new report by Amtrak's Office of Inspector General (OIG).The OIG identified "several opportunities to strengthen the effectiveness" of Amtrak's real estate property management process, including by using better data and analytic tools to make decisions about the properties. The OIG recommended that Amtrak finalize plans and develop a timeline for collecting quality data. Once completed, Amtrak should use the data to develop "meaningful property metrics consistent with common practices in the private and public sectors," the inspector general recommended."To do so, [Amtrak] will need to develop a process for collecting current information on office assignments, hiring, departures, and relocations," the report stated. "We also recommended that [Amtrak] require sponsoring departments to prepare business cases or similar analyses to make decisions about property leases."Finally, the OIG recommended Amtrak "develop a long-term facility plan to ensure that individual departments' real property decisions are consistent with the company's long-term strategic goals."The full report is available here.

U.S. carload, intermodal volumes fell in March

U.S. rail traffic continued its slump in March, falling 5.2 percent to 2,022,934 carloads and intermodal units compared with volumes in March 2018, according to Association of American Railroads (AAR) data.

U.S. carload volume for the month dipped 8.9 percent to 957,144 units versus a year ago, while intermodal levels dipped 1.5 percent to 1,065,790 containers and trailers.

Rail News from SNC-Lavalin, SYSTRA, AECOM, EnviroServe, HNTB and Railway Interchange (April 3)

SNC-Lavalin subsidiary TransitNEXT has secured a $663 million deal with the city of Ottawa to design, build and finance the Trillium light-rail extension project, which will extend the route from the Greenboro Station to a new terminal west of Limebank Road in Ottawa, Ontario. SNC-Lavalin will maintain the new extension, as well as assume responsibility for long-term maintenance of the existing Trillium Line, according to a companty press release. Construction of the extension will be completed in 2022.

SYSTRA has been selected by the Capital Metropolitan Transportation Authority to lead the transit technology evaluation component of Project Connect, according to a press release. Project Connect includes short-term enhancement projects and investments into a high-capacity transit system serving the Austin, Texas, community. SYSTRA will also lead system integration, testing and commissioning in later phases of the project.

The Rail Passengers Association (RPA) has presented a coalition of six U.S. senators with the Golden Spike Award for their efforts to save the Amtrak Southwest Chief corridor, the association announced yesterday.

The award was presented to U.S. Sens. Michael Bennet (D-Colo.), Cory Gardner (R-Colo.), Martin Heinrich (D-N.M.), Jerry Moran (R-Kan.), Pat Roberts (R-Kan.) and Tom Udall (D-N.M.).

Berndt joined the Port Clinton, Pennsylvania-based railroad in 2000, when he started in the locomotive shop. In 2012, he was named assistant VP of motive power in recognition for his work to improve the locomotive fleet. Along with the engine house crew, Berndt ensures the safety and efficiency of the fleet, according to a company press release.

The railroad achieved a 25 percent year-over-year increase in carloads and nearly a 20 percent increase in revenue, Brownsville & Rio Grande's last reportable derailment was more than 16 years ago.OmniTRAX presented its Culture of Safety Award to Bryce Anderson, general manager of the Nebraska, Kansas & Colorado Railway, for operating the railroad without a reportable derailment for more than seven years. The railroad handled 60 percent more carloads than forecast in 2018.OmniTRAX also presented its Energy Solutions Terminal of the Year award to the terminal in Cotulla, Texas, which used precision transload techniques to handle more than 1.3 million tons and finished 2018 with a best-in-class operating ratio of 21 percent.

WMATA seeks lease for DC headquarters

The Washington Metropolitan Area Transit Authority (WMATA) is offering its more than 48,000-square-foot headquarters in Washington, D.C., for development under a long-term ground lease. 

WMATA will retain ownership of the property, which it will vacate by December 2022, and move its headquarters to a building the transit authority purchased last year near L’Enfant Plaza, WMATA officials said in a press release.

Canadian Transportation Agency seeks public review of proposed regs

The Canadian Transportation Agency (CTA) has published proposed amendments to regulations under the Canada Transportation Act and is seeking public comment.The proposed regulations would make amendments needed to align with changes made to the Canada Transportation Act in recent years, including under the Transportation Modernization Act, according to a CTA press release.The regulations would also prescribe filing requirements for freight-rail companies so that the CTA can validate that they are carrying appropriate minimum third party liability insurance coverage, and subject them to administrative monetary penalties of up to $25,000 per violation.The proposed regulations represent Phase 4 of the CTA's Regulatory Modernization Initiative, and follow consultations held in the summer and fall of 2018. The consultation process included 20 meetings with representatives from Canadian and U.S. passenger and freight railroads, rail tourism operators, industry associations, grain shipper associations, associations representing logistics and freight management, shippers and other industry experts.Comments may be submitted via this This email address is being protected from spambots.
