The Central Maine & Quebec Railway (CMQ) has named Chad Mowery vice president of operations and J. Wesley Logan, general manager operations.

Mowery's promotion from general manager to his new role was effective Jan. 1. He joined CMQ in March 2015 after 16 years in transportation, engineering and mechanical management positions with railroads owned by short-line holding company RailAmerica and its successor, Genesee & Wyoming Inc.

UP's Knight named 'Best' CFO; Class I to hike train speed in Minnesota

Union Pacific Railroad Executive Vice President and Chief Financial Officer Rob Knight has been named Best CFO for the fifth consecutive year by Institutional Investor magazine.Knight was named to the publication's 2018 All-America Executive Team list of transportation companies. He topped the Best CFO lists in the overall and buy-side categories, according to a UP press release.The magazine determines the rankings after an annual survey of the country's top analysts and portfolio managers. UP also received high marks in the Best Investor Relations Program and Analyst Days categories.Knight is responsible for all of UP's financial activities. He is a member of the Grupo Ferroviario Mexicano and TTX Co. boards of directors. He began his career with UP in 1980. Earlier positions at the company include vice president and general manager-energy, vice president and general manager-automotive and senior vice president-finance.Meanwhile, UP announced yesterday that it will increase the maximum track speed limit in Bigelow, Minnesota, starting next week.Train speeds at the Palm Avenue, 280th Street, 290th Street and 340th Street crossings will increase in weekly 5 mph increments from 40 mph starting Jan. 22 until reaching the 49 mph speed limit on Jan. 29.The increased speed limit follows a rail improvement project that strengthened infrastructure to allow for faster trains.UP announced last year that it planned to invest $14 million in Minnesota in 2017 to support the state's current and future freight transportation needs and to enhance safety and efficiency.

Amtrak, CN reach tentative pacts with unions

SMART Transportation Division (TD) has reached a tentative labor agreement with Amtrak on behalf of the union's members employed by the railroad.Following negotiation meetings in Cleveland last week, union officials and Amtrak representatives reached tentative agreements for each bargaining group. Each proposed agreement will be submitted for a ratification vote of the affected members, according to a SMART TD press release.A synopsis of the tentative agreements is available here.Meanwhile, CN and the Canadian National Railway Police Association (CNRPA) have reached a tentative agreement for a new contract. If ratified, the agreement would cover CN police officers across Canada. Contract details are being withheld pending ratification, which is expected by Feb. 1, CN officials said in a press release.The CNRPA represents about 65 officers with the CN police service.

Long Beach port unveils environmental study of proposed on-dock rail facility

The Port of Long Beach has released a final environmental impact report for a proposed rail yard project that would shift more cargo to on-dock rail.The proposed Pier B on-dock rail facility would allow for the faster movement of cargo with fewer environmental impacts, port officials said in press release.The Pier B facility would allow containers to be placed directly on trains at marine terminals. Currently, the ability to build long trains is limited due to the lack of adequate yard tracks and the configuration of mainline tracks, they said.A new Pier B facility would change that situation by providing track space to join trains assembled at terminals. No cargo trucks would visit the facility, which would enhance environmental benefits, port officials said.Pacific Harbor Line — which has converted its fleet to clean diesel locomotives — would operate the rail facility."Building longer trains within the Port would lessen local traffic congestion related to goods movement," said Port Executive Director Mario Cordero. "This facility is vital to meet our environmental goals while helping us stay competitive and power the city's economy."The port's Harbor Commission will consider the report on Jan. 22. The proposed on-dock rail support facility would be located southwest of Anaheim Street and Interstate 710.

A Washington Metropolitan Area Transit Authority (WMATA) Red Line train yesterday derailed outside the Farragut North Station in Washington, D.C.

The train of 7000-series rail cars was carrying 60 passengers when it derailed at about 6:30 a.m. No injuries were reported. Investigators believe a break in the rail caused the derailment, WMATA officials said on Twitter.

N.J., N.Y. congressmen call on Chao to fund Gateway rail project

U.S. Reps. Donald Payne (D-N.J.) and Jerrold Nadler (D-N.Y.) are calling on U.S. Transportation Secretary Elaine Chao and the Trump administration to commit to funding the Gateway project to build a new passenger-rail tunnel between New York and New Jersey.

In a letter sent to Chao last week, the lawmakers disputed Deputy Federal Transit Administrator Jane Williams' claim last month that the U.S. Department of Transportation did not have an agreement with New York and New Jersey state officials to share in the project's multi-billion-dollar cost.

LIRR lays final 5 miles of rail for double-track project

MTA Long Island Rail Road (LIRR) has laid the final 5 miles of rail for its double-track project, New York Gov. Andrew Cuomo announced late last week.

The $387.2 million project calls for adding a second track on LIRR's line between Farmingdale and Ronkonkoma, New York. With just one track along that 18-mile stretch at present, the LIRR can only operate a limited number of trains and lacks operational flexibility during disruptions.

Amtrak's Anderson outlines safety efforts for Oregon, Washington

Amtrak President and Chief Executive Officer Richard Anderson last week presented a status report to Oregon and Washington state officials on the railroad's plan for responding to last month's deadly derailment of an Amtrak Cascades train near DuPont, Washington.

Among its actions and plans, Amtrak is taking the lead in organizing a meeting of key decision-makers involved in implementing positive train control (PTC) in the area where the derailment occurred, Anderson said in a letter to the states officials. Those decision-makers include Amtrak, Sound Transit, host railroads and the Washington and Oregon departments of transportation.

DeFazio bill would speed up PTC implementation

Following a deadly Amtrak Cascades derailment in Washington state last month, a bill has been introduced in Congress to accelerate positive train control (PTC) implementation.

Introduced by U.S. Rep. Peter DeFazio (D-Ore.), the proposed Positive Train Control Implementation and Financing Act (H.R. 4766) would give railroads until Dec. 31, 2018, to implement PTC and would prevent the U.S. Department of Transportation (USDOT) from granting extensions to railroads that want more time to implement the crash-prevention technology.

Amtrak Pacific Surfliner resumes service following mudslides

Amtrak's Pacific Surfliner trains have resumed service between Ventura and Santa Barbara counties, California, following deadly mudslides that shut down tracks.

Trains now are serving Ventura, Carpinteria, Santa Barbara, Goleta, San Luis Obispo and all other stations on the route, Amtrak officials said in a press release.

UP estimates $6 billion benefit in 2017 from new tax law

Union Pacific Railroad estimates that changes in the new tax law will provide a nearly $6 billion boost to the railroad's 2017 earnings.The Class I earlier this week disclosed the estimated impact from the new Tax Cuts and Jobs Act in a filing with the Securities and Exchange Commission.The $5.8 billion benefit comes primarily from the revaluation of UP's deferred tax liabilities to reflect the new federal corporate tax rate of 21 percent.In addition, UP said the new law will result in a $200 million non-cash reduction to its operating expenses. UP may have more details on the new law's impact when it discloses its fourth-quarter 2017 financial results on Jan. 25.
