OneRail Coalition restructures, elects board

The OneRail Coalition yesterday announced it has restructured into a standalone 501(c)(6) nonprofit organization and will operate with its own board of directors. Previously, the OneRail Coalition operated as a nonprofit under the auspices of the Surface Transportation Policy Project.The change enables the coalition to operate more efficiently in its mission to educate policymakers and the public about the benefits of freight and passenger rail, OneRail Coalition officials said in a press release. Coalition officers are:Chairman, Chuck Baker, president of the American Short Line and Regional Railroad Association;  Secretary, Adrian Arnakis, senior vice president of government affairs at the Association of American Railroads; and Treasurer, David Arouca, assistant national legislative director of the Transportation Communications Union/IAM. The board members are Ken Altman, senior director of federal government affairs at Amtrak; Stacie Tiongson, senior director of government affairs at the American Public Transportation Association; and Nicole Brewin, VP of government and public affairs at the Railway Supply Institute. Anne Canby, director of the OneRail Coalition, serves as an ex-officio member.

MTA to extend OMNY fare system to 200 subway stations

The Metropolitan Transportation Authority (MTA) yesterday announced that by March 31 its One Metro New York (OMNY) contactless fare payment system will be installed at more than 200 MTA New York City Transit subway stations.

This month, MTA will begin installing OMNY readers on the 5 Line between Morris Park and Eastchester–Dyre Avenue stations.

WMATA seeks input on FY2021 budget

The Washington Metropolitan Area Transit Authority (WMATA) has extended until March 9 the public comment period on the agency’s proposed fiscal-year 2021 budget to gather feedback on several proposed changes, such as expanded service hours and fare and service adjustments.

WMATA’s board will consider the feedback prior to making key decisions about the budget, WMATA officials said in a press release.

CRISI grants awarded to Colorado for crossing safety project, passenger-rail study

U.S. lawmakers representing Colorado announced a $4 million federal grant to the city of Longmont for a grade crossing safety project, and a $225,000 grant awarded for a passenger-rail study.Both grants were awarded as part of the U.S. Department of Transportation's (USDOT) Consolidated Rail Infrastructure an Safety Improvements Program (CRISI).Longmont will receive the $4 million in funding to create quiet zones and improve safety in the city. The total project cost is $8 million, with the city providing matching funds, according to a press release issued by U.S. Sen. Michael Bennet's (D-Colo.) office.Rail traffic through Longmont has doubled over the past 10 years. Due to a rule that requires trains to sound their horn at all crossings that don’t satisfy federal safety requirements — of which Longmont has 17 — train horns have sounded more frequently and more intensely in the area. The funding will pay for the installation of safety equipment to keep trains from sounding their horns, creating quiet zones in the city."The noise from train horns has created a substantial burden on the local community and quality of life for Longmont residents for years, and this funding will go a long way toward providing much needed relief," Bennet said.The grant to Longmont was announced by Bennet, U.S. Sen. Cory Gardner (R-Colo.) and U.S. Rep. Ken Buck (R-Colo).Meanwhile, the $225,000 CRISI grant was awarded to the Colorado Department of Transportation (CDOT) in partnership with the Southwest Chief and Front Range Passenger Rail Commission. The federal dollars will be used to help fund the Southwest Chief Thru-Car Service to Colorado Springs Feasibility Study.The study will analyze the potential extension of passenger-rail service on the Amtrak Southwest Chief to Pueblo and Colorado Springs."This extension from service, from La Junta, Colorado, has the potential to provide critical transportation connectivity, along with social and economic benefits," Bennet and Gardner wrote to USDOT in a December 2019 letter in which they advocated for the federal grant to support the study. "This new service could also bolster ridership on Amtrak's Southwest Chief line, which provides important service to our rural communities."

Connecticut DOT obtains grant for new Hartford Line station

The Connecticut Department of Transportation (CTDOT) received a $17.4 million grant from the Federal Railroad Administration (FRA) for construction of a new rail station on the Hartford Line in Windsor Locks, Connecticut Gov. Ned Lamont announced last week. 

The $64.9 million station will be part of a transit-oriented development project adjacent to an apartment complex and a mixed-used redevelopment site.

APTA assists transit agencies with coronavirus prep plans

The American Public Transportation Association (APTA) on March 5 will host an educational webinar for transit agencies on the industry's response to the outbreak of COVID-19, known as the coronavirus. The webinar, which will be held at 3 p.m. Eastern Time, will provide an overview of the industry's response to the coronavirus as well as how agencies have dealt with the outbreak of other infectious disease, according to a notice on APTA's website.Transit agency executives, federal leaders and infectious disease specialists will discuss best practices for how to prepare a transit agency for a potential spread of the virus.In addition, APTA will review its standard on developing a contagious virus response plan, and discuss Transportation Research Board publications on disease planning and response.APTA also posted a fact sheet of resources for public transit agencies to use to minimize the risk of the virus being spread to employees, riders and the general public.APTA encourages agencies to:
• update their emergency preparedness plan to include pandemic preparedness and response plans. Review the plan and conduct employee training;
• update standard operating procedures for cleaning and disinfecting rail cars, buses, stations and facilities;
• educate employees about proper hand hygiene, cough etiquette and social distancing techniques;
• develop work practices and controls to provide additional protection to employees and customers, such as the proper selection, use and disposal of personal protective equipment;
• coordinate with local government agencies on their emergency preparedness plans; and
• provide information to customers and through media platforms on the steps being taken to minimize the risk to riders.

CN begins post-blockade recovery

CN announced today that it has started calling back most of its employees who were temporarily laid off in Eastern Canada because of protest blockades on its rail lines over the past few weeks.

The employees are being called back to work in the absence of significant blockades on its network over the past four days, CN officials said in a press release.

Amtrak names Flynn president, CEO

Amtrak yesterday announced William Flynn as the railroad's next president and chief executive officer. Flynn will succeed Richard Anderson starting on April 15.

Flynn, 66, has served as a leader in various transportation modes, including at CSX, where he was senior vice president of the merchandise service group. Most recently, Flynn served 13 years as chairman, president and CEO of Atlas Air Worldwide Holdings Inc.

The Chicago Police Department (CPD) will expand its public transportation unit to increase safety on Chicago Transit Authority’s (CTA) rail and bus systems, CTA officials announced last week.

The CPD will assign 50 additional officers to patrol the CTA, monitoring activity at stations and on trains. The department also is creating a detective unit focused on crime activity on the CTA system, CTA officials said in a press release.

LA Metro to study Gold Line eastern extension route

The Los Angeles County Metropolitan Transportation Authority's (LA Metro) board last week approved further study of a potential route for an eastern extension of the Gold Line from its current terminus in eastern Los Angeles.

The route would follow both Atlantic Boulevard and Washington Boulevard to Whittier, California, with proposed stations in East L.A., Commerce, Montebello, Pico Rivera, Los Nietos, Santa Fe Springs and Whittier. The route includes an underground segment under Atlantic Boulevard and both street-level and aerial segments along Washington Boulevard.

CRISI grants awarded to improve rail infrastructure in Kansas, Mississippi

U.S. lawmakers from Kansas and Mississippi late last week announced federal Consolidated Rail Infrastructure and Safety Improvements Program (CRISI) grants that have been awarded to railroads in their states.U.S. Sen. Jerry Moran (R-Kan.) announced a $27 million grant that would help fund upgrades to the South Kansas and Oklahoma Railroad, used by rural shippers across the state to transport crops, minerals, chemicals, steel and other products."This grant will allow the South Kansas and Oklahoma Railroad to modernize their railways, increasing the speed of transportation and permitting heavier shipments to be moved across the region," said Moran in a press release.The railroad will use the funds to replace existing rail with heavier rail.Meanwhile, in Mississippi, a $5.4 million CRISI grant has been awarded to the city of Hattiesburg to construct a new route along Hall Avenue that will include a bridge over the CN north-south rail line. The grant was announced in a press release issued by U.S. Sens. Roger Wicker (R-Miss.) and Cindy Hyde-Smith (R-Miss.) and U.S. Rep. Steven Palazzo (R-Miss.).In addition, the project calls for a new rail connection to a Norfolk Southern Railway yard to eliminate three-point turns that block vehicular traffic for up to 45 minutes at a time, the lawmakers said."This project will provide a much-needed overpass along Hall Avenue for motorists and a streamlined connection for trains that travel through the city each day," Wicker said. "These upgrades will improve safety and reduce frustrations as the city works to make Hattiesburg a better place to live and work.”As part of the Federal Railroad Administration, the CRISI program provides federal funding for capital projects that will improve the safety, efficiency and reliability of freight- and passenger-rail service.

U.S. ports expect coronavirus to hit Q1 cargo volumes

The global economic impact to the port and maritime industry from the coronavirus outbreak is "significant and growing," American Association of Port Authorities (AAPA) officials said in a statement issued late last week."Due to the coronavirus outbreak, cargo volumes at many U.S. ports during the first-quarter of 2020 may be down by 20 percent compared to 2019," said Chris Connor, AAPA president and chief executive officer.However, the "human impacts" of the virus are port officials' greatest concern, AAPA officials said. U.S. ports are following instructions and protocols from federal agencies to quickly respond to the coronavirus threat."Since ports are a nation’s first line of defense against threats ranging from terrorism to pathogens, they take their role seriously about protecting the safety and well-being of their communities," they said.

FTA awards CIG funds to two Texas transit agencies

The Federal Transit Administration (FTA) last week announced that Trinity Metro in Fort Worth and the Metropolitan Transit Authority of Harris County (METRO) in Houston, Texas, will retain a combined $57.4 million of cost savings the administration generated from completed projects in the FTA’s Capital Investment Grant (CIG) program.

The FTA encourages project sponsors in the CIG program — which funds major transit projects — to develop realistic cost estimates when planning a project. Savings to the FTA generated from a completed CIG project can then be considered for use on eligible activities related to the project, FTA officials said in a press release.

STB issues final rule to clarify demurrage regs

The U.S. Surface Transportation Board (STB) has adopted a final rule meant to clarify the regulation of demurrage, the agency announced late last week.The final rule amends regulations governing the class exemptions for certain miscellaneous commodities, such as paper products and steel scrap, and boxcar transportation to clearly state that demurrage continues to be subject to board regulation, STB officials said in a press release.The modification reflects longstanding court and agency rulings that these exemptions do not apply to the regulation of demurrage, they said.Also, the rule partially revokes the class exemption that covers certain agricultural commodities so that the exemption will not apply to demurrage regulation. As a result, the exemption for agricultural commodities will be consistent with similar class exemptions covering non-intermodal rail transportation, they added.The final rule will go into effect April 3. STB members adopted the final rule as it was proposed in October 2019.

Rail supplier news from BNSF Logistics, Tutor Perini, Agility, STV, Abloy and G2 (Feb. 28)

BNSF Logistics LLC announced the winners of its annual Supplier Excellence award, which honors suppliers across all transportation modes for on-time service, capacity and customer service performance, company officials said in a press release. Winners include Norfolk Southern Railway in the rail and rail clearance supplier category, American Rail Center in the transloader category, and CSX in the domestic intermodal category.

The Los Angeles County Metropolitan Transportation Authority awarded Tutor Perini Corp. a contract to complete civil improvements for a $432 million project to widen the L.A. Union Station portal to the Division 20 subway rail yards. Under the contract, Tutor Perini will demolish and modify the existing tunnel portal and install new track, a third rail, traction power and train control systems. The firm also will construct new storage areas and a new turn-back facility to improve rail-yard flow and efficiency, company officials said in a press release. Work is expected to begin in the spring and will be substantially completed in early 2024.

Wyoming House passes two-person train crew bill

Wyoming's House of Representatives yesterday passed a bill that would require a minimum of two crew members in the cab of locomotives operating through the state.

House Bill No. HB0079 also would establish financial penalties of up to $10,000 for railroads that violate the law. The bill now moves on to the State Senate, according to a press release issued by the Brotherhood of Locomotive Engineers and Trainmen (BLET), which supports the legislation.
