Three-year-old short line nudges up the business-growth needle in Ohio

Rail News Home Short Lines & Regionals June 2017 Rail News: Short Lines & Regionals

By This email address is being protected from spambots. You need JavaScript enabled to view it., Managing EditorEstablishing the largest pipe yard in North America. Landing a contract to store and distribute cement. Forging a partnership to transload soybeans in export containers. Those are some of the deals swung by Republic Short Line Railroad (RSL) over the past few years that either are paying off or soon will result in additional carloads and storage charges. The short line was established three years ago in a Massillon, Ohio, logistics park to provide transloading, storage and warehousing/laydown services. Owned by Massillon Logistics, RSL operates five tracks and interchanges with CSX (via R. J. Corman Cleveland Line) and Norfolk Southern Railway. In 2004, Massillon Logistics founders Steve and Dave DiPietro acquired more than century-old steel mill properties totaling 465 acres and created the Massillon Energy & Technology Park. It took a number of years to demolish several large buildings and clear the site, then determine the optimal business options for the park — some of which initially didn’t involve rail.Massillon Logistics eventually created RSL and four other subsidiaries to operate at the park: Republic Trucking and Logistics, Ohio Freight Car Services, Tiger Sand & Gravel and Tiger Tarps & Liners. The company since has sought opportunities to exploit its vast amount of rail- and truck-served land, as well as to capitalize on the short line’s access to two Class Is.One major opportunity presented itself in 2014, when Energy Transfer Partners LP was seeking a large area to store pipe, components and equipment for its planned Rover Pipeline in Ohio, Pennsylvania and West Virginia. The 713-mile pipeline will be used to pump natural gas from the Marcellus and Utica shales to U.S. markets in the Great Lakes, Midwest and Gulf Coast regions, as well as to points in Canada. One segment will run from eastern Ohio to southeastern Michigan.Energy Transfer officials were intrigued not only by the vast land available at the park, but by its central location, highway access and rail connections, says Garret Kloots, the vice president of business development for both RSL and Tiger Sand & Gravel. The park is near U.S. Highways 30 and 62 that run through Columbus and Youngstown, and State Route 21 that heads north to Cleveland. In addition, Interstates 71 and 77 are a short distance away, offering access to Akron and Canton.Tens of thousands of green pipes were stacked up at the short line's yard for the Rover Pipeline, which will run through Ohio, Pennsylvania and West Virginia.Republic Short Line Railroad

In 2015, Energy Transfer opted to lease land and begin staging pipeline materials in Massillon.

“This was the first time they used a yard of this magnitude — they usually use small satellite yards for storage,” says Kloots.

Canada safety panel cites inadequate train handling, fatigue in CP derailment

Rail News Home Safety 6/2/2017 Rail News: Safety
A combination of "inadequate train handling and employee fatigue" led to last year's Canadian Pacific train derailment in the Alyth Yard in Calgary, Alberta, the Transportation Safety Board (TSB) of Canada announced this week.Thirteen cars derailed Feb. 18, 2016, in the yard as train crews were performing a switching operation. No one was injured and no dangerous materials were released, according to a TSB press release."Specific train handling requirements relating to the maximum locomotive throttle for the occurrence location were not followed," TSB officials stated. The investigation also raised fatigue management as a contributing factor. One of the train crew members "was likely fatigued after having had poor quality sleep in the two weeks prior and having been awake for 23 hours at the time" of the derailment, the report stated."Fatigue management is a shared responsibility," TSB officials said in the press release. "Employees have a responsibility to make every effort to report to work well rested while the company has a responsibility to provide a system that allows them to do so, including procedures to remove themselves from eligibility for duty without fear of discipline."The TSB included fatigue management as a safety issue on its Watchlist 2016.

Freight Rail Industry: Grade Crossing Safety Is on All of Us

FOR IMMEDIATE RELEASE

Freight Rail Industry: Grade Crossing Safety Is on All of us

International Level Crossing Awareness Day Reminds the Public about the Dangers of Grade Crossings

WASHINGTON, D.C. – June 2, 2016 – The Association of American Railroads (AAR) today joins with the rail transportation community from more than 40 countries in calling for increased education about and attention to the dangers surrounding level crossings, also known as grade crossings, during the 9th annual International Level Crossing Awareness Day (ILCAD).  Such heightened focus is particularly important as schools across the U.S. close for the summer and travel season heats up.

"For the freight rail industry, there is no higher priority than safety," said AAR President and CEO Edward R. Hamberger. "While federal data shows that grade crossing fatalities have been trending downward, there are still far too many fatalities that occur in and around crossings and the overwhelming majority of them are preventable. As the industry continues to focus on making level crossings safer, it also supports critical initiatives like International Level Crossing Awareness Day, which draw people's attention to the dangers of grade crossings and raise awareness about how to stay safe near tracks."

WMATA resumes normal rush-hour service after SafeTrack, continues preventative maintenance

Washington Metropolitan Area Transit Authority (WMATA) is preparing for less disruptive maintenance and planned capital work after a year of its SafeTrack program.

"SafeTrack was the most aggressive track renewal program in Metro's history, and it achieved its primary goals – but it all came with the cost of great inconvenience to our riders," said Metro General Manager/CEO Paul J. Wiedefeld. "Now, like every other mature transit system, we must do everything in our power to prevent another SafeTrack through a healthy program of preventive maintenance combined with planned capital projects."
