CN to appeal Canadian agency's ruling on freight-rail service

CN will appeal a Canadian Transportation Agency (CTA) ruling issued yesterday that determined the Class I had breached its freight-rail service obligations last year in Vancouver, British Columbia.

The CTA found that CN violated its service obligations by announcing its intention to impose embargoes on wood pulp shipments in September 2018, several months before rail congestion and other challenges emerged in the Vancouver area. The Class I imposed those embargoes in December 2018, "rather than making every reasonable effort to deal with those challenges before unilaterally restricting the transportation of the shippers' traffic," according to a CTA press release.

Societe de transport de Montreal (STM) logged ridership growth last year, including 3.5 percent more riders using electronic ticketing and nearly 5 percent more riders using traditional paper ticketing, agency officials said in a press release announcing STM's 2018 annual report. 

STM credited the ridership increase to the city’s economic vitality, sustained employment growth, tourism, the expansion of reduced fares to full-time students, and measures to encourage motorists to use public transit.

Herrin Railroad seeks to operate Illinois rail service

Herrin Railroad LLC last week filed a notice of exemption with the Surface Transportation Board (STB) to lease 3.7 miles of rail line from the city of Herrin, Illinois.After it obtains necessary regulatory approvals, Herrin Railroad intends to operate as a common carrier rail service to shippers on the line. The railroad seeks to become a Class II rail carrier, according to the STB notice. Herrin Railroad's projected annual revenue will not exceed $5 million, according to the document.The railroad's lines intersect with BNSF Railway Co. in Herrin.

CN budgets $80 million in capex projects for Minnesota

CN expects to spend more than $80 million this year on infrastructure projects in Minnesota, the Class I announced last week.Planned expansion projects in the state will include development of the positive train control system and construction of a new train passing siding near Glendale, Minnesota, according to a CN press release.Maintenance projects will include replacement of more than 10 miles of rail; installation of 85,000 new ties; the rebuilding 23 road crossing surfaces; and work on bridges, culverts, signal systems and other track infrastructure.CN has invested more than $185 million on capital expenditure projects in the state over the past five years."Following a record capital program in 2018, CN has been able to take on more traffic from different commodity sectors based on contracts with our customers," said Derek Taylor, vice president of CN’s southern region. "This year, we are continuing to invest to boost capacity and network resiliency and to meet growing traffic on our corridors across Minnesota."The Minnesota projects are part of CN’s 2019 record $2.9 billion capital expenditure program.

CSX set to break ground on Carolina Connector project

CSX and the North Carolina Department of Transportation (NCDOT) plan to hold an April 24 groundbreaking ceremony for the Carolina Connector (CCX) intermodal facility that will be built near Rocky Mount, North Carolina, the Class I confirmed late last week.The ceremony is scheduled to take place at Gateway Technology Center at North Carolina Wesleyan College, Rocky Mount.Last year, CSX and NCDOT agreed to pursue a revised plan for a $160 million, 330-acre intermodal center in Edgecombe County. NCDOT will provide up to $118.1 million for site development and roadway construction.The CCX facility is slated for completion in 2020. CSX originally aimed to build a larger hub-and-spoke intermodal facility at the site, but those plans were reassessed in 2017.

FTA allows Valley Metro to advance Phoenix light-rail extension

Valley Metro last week received approval from the Federal Transit Administration (FTA) to advance the Phoenix agency's South Central light-rail extension project to the engineering phase.

The FTA action allows Valley Metro to move forward in its application for a federal Capital Investment Grant (CIG). Entry into the project's next phase also allows for engineering and pre-construction work to continue, including procurement of long-lead special trackwork. The 5.5-mile extension that would connect south central and downtown Phoenix includes nine new stations a transit hub, according to a Valley Metro press release.

Rail supplier news RailWorks, RGCX, Pandrol, Simmons Machine, Alstom and CenterRails (April 12)

RailWorks Corp. subsidiary RailWorks Track Systems Inc. has been contracted to build 134,000 track feet at Savage Gulf Rail LLC’s new storage and handling yard in Gregory, Texas. The track construction will begin this summer and be completed in 2021, according to a RailWorks press release. Once completed, the rail yard will be able to handle and store up to 1,100 rail cars and will include arrival and departure tracks for Union Pacific Railroad access. The site will also include a hydrocarbon rail-car storage yard, rail-car wash facility, loading facility and rail-car maintenance facility.

RGCX LLC has hired Misty Weisbrod as chief financial officer. Weisbrod has been working with the company on a contract and consulting basis since June 2018. She has more than 25 years of management experience in accounting, financial operations, process documentation and optimization and software development projects. Most recently, Weisbrod served as CFO for retail furniture company Healthy Back Brand Holdings.

AAPA calls for long-term funding for port maintenance

The American Association of Port Authorities (AAPA) is calling on Congress to implement a long-term funding solution for port maintenance and freight infrastructure.In written testimony submitted to the U.S. House Subcommittee on Water Resources and Environment, AAPA officials called for federal investment in landslide and waterside connections to seaports and full utilization of the Harbor Maintenance Tax (HMT).“Landside and waterside investments are critical to building America’s 21st century seaport infrastructure,” said Kurt Nagle, AAPA chief executive officer, in a press release. “AAPA has highlighted $66 billion in federal need over the next decade for port-related infrastructure. About half of that need, $33.8 billion, is for waterside investments.”AAPA officials identified HMT as an existing funding opportunity to address the needs of seaports. HMT is paid by shippers to ensure ports are well maintained. The HMT offers a “unique and important revenue source” that can keep ports and harbors operating at maximum potential, said Port of Los Angeles Executive Director Eugene Seroka, who testified at the subcommittee's April 10 hearing.A long-term funding solution for port maintenance that makes full use of the HMT more permanent and includes language to address tax fairness and cargo diversion problems is critical, AAPA officials said.

In memoriam: former BLET leaders Knorek, Kertesz

The Brotherhood of Locomotive Engineers and Trainmen (BLET) this week announced the deaths of two former district leaders: Daniel Knorek and John "Sonny" Kertesz.

Knorek, the former general chairman of the CSX Northern Railroad Lines General Committee of Adjustment, died April 1. He was 71, according to a BLET press release.

Preferred Freezer to build new rail-served warehouse in Virginia

Preferred Freezer Services will invest $60 million to construct a 200,000-square-foot cold storage warehouse that will be served by rail in Portsmouth, Virginia.

The new facility will be used to import, export, process and distribute food products. It will position the refrigerated warehousing company to meet the growing demand for cold storage space, Virginia officials said in a press release issued by Gov. Ralph Northam's office.

The board will receive information from railroads, shippers, receivers, third-party logistics providers, and other interested parties about their recent experiences with demurrage and accessorial charges, including matters such as reciprocity, commercial fairness, the impact of operational changes on such charges, capacity issues and effects on network fluidity.
