LA Metro adds capacity on Expo Line to deal with overcrowding

The Los Angeles County Metropolitan Transportation Authority (LA Metro) last week implemented several short-term solutions to add train capacity on the Expo Line.

To address overcrowding, the agency has added two westbound trains and two eastbound trains to the line during the morning and evening times, and added a third train to the line’s fleet.

NTSB issues preliminary findings in fatal SEPTA rail incident

The National Transportation Safety Board (NTSB) yesterday released a preliminary report of its investigation into a fatal rail accident involving the Southeastern Pennsylvania Transit Authority (SEPTA) in July.

The incident occurred July 8, while two SEPTA workers were inspecting track and making light repairs in Philadelphia. A southbound train was operating on one track, just north of the workers, who were working on an interlocking between two tracks.

NJ Transit begins Elizabeth Station improvements

New Jersey Transit yesterday closed sections of the Elizabeth Station on the Northeast corridor in Elizabeth, New Jersey, and announced it will begin platform extension construction at the station later this fall. 

In addition to building a longer platform to accommodate 12-car trains, the $71 million station modernization project calls for constructing new station buildings, improving access per the Americans with Disabilities Act and upgrading security and communications systems, NJ Transit officials said in a press release.

Metro Transit-St. Louis to benefit from bond refinancing

The Bi-State Development (BSD) board last week completed a bond refinancing to generate $49.1 million in debt savings and announced it will use nearly $20 million of those savings to fund Metro Transit-St. Louis infrastructure and security improvements. 

Although specific projects to be funded are still being determined, projects under consideration include security camera upgrades and reconfiguration of MetroLink stations to limit points of customer access in order to improve passenger monitoring and fare violation enforcement, BSD officials said in a press release.

Metra’s Auburn Park Station project back on track

Metra officials yesterday joined federal, state and local officials to mark the upcoming construction of a new station that will serve Chicago's Auburn Gresham neighborhood. 

Metra originally planned to fund the Auburn Park Station with its share of proceeds from two Illinois state bond programs from 2009. However, that funding was held up in the state’s budget woes and then cut in 2017. Now, funding for the station has been restored in recent state budgets, and the state has released $20 million for Auburn Park, Metra officials said in a press release.

Georgia Central upgrades track to handle heavier rail cars

The Georgia Central Railway has upgraded its entire 211-mile line between Macon and Savannah to handle 286,000-pound rail cars, the short line announced today.

The upgrade was necessary to match the capacity of connecting national railroads and increase the short line’s competitiveness, Georgia Central officials said in a press release.

TNW Logistics opens Texas transload facility

TNW Corp. opened a transloading operation in Brownwood, Texas, on the Texas Rock Crusher Railway (TXR) line.TNW Logistics will serve the Camp Bowie Industrial Park for the transfer of sand, grain and other bulk materials between rail cars and trucks for customers not located directly on the railroad.The facility offers truck access to major highways, dedicated transload operators and access to Class I interchange, TNW officials said in a press release.The Brownwood location marks TNW’s third transloading operation to open in two years, company officials said.TNW Corp. is a transportation logistics company that operates three short line railroads with three transload facilities in Texas and owns the largest private rail-car storage facility in the United States, they said.

PANYNJ approves additional capital spending for AirTrain, PATH

The Port Authority of New York and New Jersey (PANYNJ) board last week approved $5 billion in additional capital spending, including funding for rail projects.

In its biennial reassessment of its 2017-2026 capital plan, the board approved funding for a new AirTrain shuttle to Newark Liberty International Airport, additional spending for AirTrain LaGuardia and the addition of three new projects, including a Port Authority-Trans Hudson (PATH) improvement plan.

BNSF, YRC Freight expand intermodal business with new containers

BNSF Railway Co. and YRC Freight announced yesterday they will have expanded their intermodal business by putting more than 600 intermodal containers into service by year's end.The new containers are part of YRC's commitment to acquire 1,000 branded intermodal containers by the end of 2020. Most of the containers will travel between Chicago and Southern California on BNSF's network, both organizations said in a joint press release."We are always looking at how we can create more efficiencies and greater capacity on our network, particularly in markets like the Inland Empire where containerization will help us leverage capacity to grow with increasing demand over time," said Todd Carter, BNSF's vice president of domestic intermodal.YRC Freight is implementing strategies to reduce its carbon footprint, including its work with BNSF, the use of longer combination vehicles, the use of new tractors with advanced emission reduction technology, and integration of routing and load optimization software, YRC officials said."Operationally, all intermodal companies are looking at how to improve efficiency," said Maynard Skarka, YRC Freight senior VP of operations. "Currently, we use smaller trailers called 'pups' to transport freight for our customers. This new shift to our branded containerized units will allow us to stay aligned with intermodal companies as we both look for operational efficiencies."

Indiana Rail Road, associations sue Illinois over train crew rule

Indiana Rail Road Co., the Association of American Railroads and the American Short Line and Regional Railroad Association have asked a federal judge to stop Illinois from enforcing a new law that requires a minimum of two crew members on trains.

In a lawsuit filed in Chicago federal court yesterday against the Illinois Commerce Commission, the railroad and associations argue that federal regulations preempt the crew-size law that Illinois Gov. J. B. Pritzker signed in August. The law is set to take effect Jan. 1, 2020.

South Florida RTA receives procurement award

The South Florida Regional Transportation Authority (SFRTA) last week announced it was honored with the Achievement of Excellence in Procurement (AEP) award from the National Procurement Institute Inc. (NPI) for the 13th year. 

The AEP award is given annually to public and nonprofit organizations that demonstrate innovation, professionalism, productivity and leadership in procurement functions. Recipients are scored based on standardized criteria, SFRTA officials said in a press release.

Port of Virginia's international gateway project wins top industry award

The Port of Virginia's $312 million Virginia International Gateway (VIG) infrastructure project has been recognized with this year's Excellence in Port Management and Infrastructure award at the Lloyd's List 2019 Americas Awards, an annual competition held in the maritime industry.The port's three-year project doubled the VIG's container and rail capacity, extended its berth to accommodate up to three ultra large container vessels and incorporated the port’s own trucker reservation system for motor carriers that has increased productivity at the gates, port officials said in a press release issued last week.The award is an affirmation of the port's efforts to make it an East Coast global gateway, said Virginia Port Authority Chief Executive Officer and Executive Director John Reinhart.“As trade patterns shift, the ships calling our coast will get larger and the cargo owners are seeking ways to get their goods to market faster,” Reinhart said. "We are driving efficiency and creating a new model for moving cargo. The results we are achieving are truly best-in-class and resonating throughout the industry."The Excellence in Port Management and Infrastructure Award recognizes the company, port authority or terminal that has maintained the highest standards of operational efficiency and customer service.VIG is a privately owned marine container terminal located along the Elizabeth River in Portsmouth, Virginia. CSX and Norfolk Southern Railway serve the port via on-dock intermodal container transfer facilities at VIG and Norfolk International Terminals. Class I service is augmented by short lines, including the Norfolk & Portsmouth Belt Line Co. and the Commonwealth Railway.

Sound Transit service plan anticipates light-rail disruption in 2020

Sound Transit last week released a draft service plan for 2020, which outlines significant service disruption for the Link light-rail system in the first quarter of the year. 

For 10 weeks between January and March, parts of International District/Chinatown Station will close so crews can build rail connections that will allow the East Link extension to serve downtown Seattle and beyond, according to the service plan.

The Southeastern Pennsylvania Transportation Authority (SEPTA) last week announced that it is working with the Pennsylvania Department of Transportation and the Delaware Valley Regional Planning Commission to provide travel alternatives for commuters during reconstruction of Interstate 95. 

To accommodate a potential influx of riders during interstate construction, SEPTA today is adding capacity and increasing train frequency on the Trenton and West Trenton lines, SEPTA officials said in a press release.
